Creating DTS

Are you referring to Data Transformation Services package in SQL Server 2000 or SQL Server Integration Services package in SQL Server 2005? If it's the latter you can create an SSIS project using the Business Intelligence Development Studio which is part of SQL Server 2005 in editions from Developer Edition and higher.
